use photoshop's filter - cloud
then create a plane in 3d scene
apply your photoshop image to that plane with a bump map and transperancy
move it to the allocated area in your 3d scene and allign it to the camera that you use.
this is of course good for a static image.
If you need a motion out of your scene then take a spherical gizmo and apply your photoshop's image to it.
repeat all the rest of the steps.
