Annotations maya 4.0 - How to do?

Hello, was Invited here by a friend,

Would someone be able to help with how to make "Annotation Nodes" in maya 4.0?

In maya 4.5 there is Create>Annotation Locator

But in maya 4.0 there is only Create>Locator

Maybe using MEL?
